Detroit Employment Solutions Corporation (DESC) is the administrative and fiscal agent for workforce solutions for the City of Detroit, meaning they are responsible for assisting DESC_logo-989x1024Detroit employers with finding employees and jobseekers with finding jobs. Detroit Employment Solutions Corporation was formed as a non-profit on July 1, 2012. DESC is a part of the Michigan Works! Association, and is one of 25 Michigan Works! Agencies located around the state. Like other Michigan Works! agencies, DESC receives the majority of its funding from the federal government. These funds can only be spent on programs and initiatives for which they are intended, and that are consistent with Office of Management and Budget guidelines. Detroit Employment Solutions Corporation reports to the Detroit Workforce Development Board, which is established by the Mayor of Detroit.

Terri Weems is a City of Detroit mayoral appointee serving as the Group Executive of Workforce and head of Detroit at Work. Reporting directly to Mayor Mike Duggan and a 30+ member public board of directors, Terri is responsible for overseeing a $100 million+ budget funded through public, philanthropic, and employer investments. She leads the strategic execution of the City of Detroit’s workforce initiatives.

For the past eight years, Terri has driven transformational growth in Detroit’s workforce system—tripling revenue and delivering measurable impact. Her leadership has resulted in over 30,000 Detroiters being served annually, more than 40,000 job placements through Detroit at Work, and over 80,000 summer job experiences for youth through the Grow Detroit’s Young Talent program.

Terri brings 25 years of tri-sector experience spanning corporate, nonprofit, and government organizations. A Certified Public Accountant, she is a multi-disciplined leader with a track record of success in public accounting, auditing, compliance, finance, client service, process improvement, strategic transformation, workforce and talent development, and education. She is passionate about using data and metrics to inform decision-making and drive results. Deeply committed to community service, Terri has served as an elected member of the Board of Education for over a decade, advancing equity and excellence in public education.
