
Katie Webber is a workforce development and federal grants professional with experience managing large-scale U.S. Department of Labor and U.S. Department of Education-funded initiatives. In her current role at Workforce Intelligence Network, she oversees performance monitoring, reporting data validation, fiscal coordination, and grant compliance for programs serving more than 12,000 participants.
Katie works closely with colleges, workforce agencies, and internal partners to support effective program implementation, ensure accountability, an maintain alignment with federal requirements. Her background includes higher education administration and workforce-aligned academic program support.
RELEVANT EXPERIENCE
Since joining WIN, Katie has supported a range of federal workforce development initiatives, including:
- Administering, evaluating, and monitoring three multimillion-dollar U.S. Department of Labor grants and a S. Department of Education-funded grant, ensuring compliance with federal laws, grantor regulations, and reporting standards.
- Managing grant-funded programs serving 12,000+ participants, including ongoing monitoring of program interventions, outcomes, and performance measures.
- Monitoring expenditures and reconciling financial data with fiscal partners to support accurate reporting and grant accountability.
- Serving as the primary liaison between colleges, workforce agencies, and internal departments on grant-related matters.
- Providing technical assistance and training to partners on grant reporting systems, compliance requirements, and allowable costs.
- Analyzes and validates data from 10 community colleges and 7 Michigan Works! agencies helping grant programs exceed key outcome targets and earn recognition as high performers.
Prior to joining WIN, Katie built experience across public, private, postsecondary, and community-based education settings. Her background includes special education, Applied Behavior Analysis, kindergarten readiness programming, and workforce-aligned academic support at Schoolcraft College, where she contributed to student success, career exploration, and STEM initiatives including Rube Goldberg and Manufacturing Day.
EDUCATION
Katie earned a Bachelor of Arts in Family Studies and Human Development from Arizona State University in Tempe, Arizona and completed graduate coursework in School Counseling at the University of San Diego. Katie holds professional certificates in Project Management and Uniform Administrative Guidance for Federal Grants, including 2 CFR Part 200 Subparts A–D.
