The Workforce Intelligence Network (WIN) for Southeast Michigan is proud to unveil the 2024 Annual Report, a comprehensive look at the partnerships, programs, and progress fueling economic and workforce growth across the region. This year’s report highlights WIN’s ongoing efforts to close skills gaps, support employers, and connect individuals with career pathways in high-demand industries.
Driving Regional Impact 
In 2024 alone, the WIN board of directors and stakeholders served nearly 12,000 students and career seekers throughout Southeast Michigan. These efforts were amplified through engagement with more than 1,410 employers and stakeholders, working hand-in-hand to ensure workforce development initiatives align with evolving industry needs.
Delivering Data-Driven Solutions
As a leader in labor market intelligence, WIN produced 43 research reports and completed over 700 data requests this past year. These insights informed regional talent strategies and helped develop clear career pathways in critical sectors such as Cybersecurity, Advanced Manufacturing, and Transportation, Distribution, and Logistics.
Workforce Development Leadership
Since its founding, WIN has helped secure more than $294 million in funding to expand access to workforce training, Registered Apprenticeships, and skills development opportunities. These resources support workers and employers alike, building a competitive, future-ready workforce.
Growing Registered Apprenticeships
Apprenticeship expansion remains central to WIN’s mission. Since 2018, WIN has assisted over 200 employers in launching and managing Registered Apprenticeship Programs. In the past year alone, 56 new programs were introduced, supporting 5,791 individuals in gaining apprenticeships or earning industry-recognized credentials.
Innovating in Healthcare Workforce Development 
WIN is also advancing talent solutions in the healthcare sector, partnering with 39 employer organizations to launch new apprenticeship programs for Surgical Technologists, Licensed Practical Nurses (LPNs), and other essential roles. These programs help address workforce shortages while offering clear, sustainable career paths.
Expanding Apprenticeship Intermediary Services
As an Apprenticeship Intermediary, WIN managed 136 active apprentices across 40 diverse occupations in 2024. Notably, apprenticeship opportunities expanded into non-traditional sectors such as education, hospitality, and behavioral health, broadening access for job seekers and employers alike.

WIN’s leadership extends to critical statewide initiatives, including:

MAGMA Consortium: Preparing Michigan’s workforce for the transition to zero-emission vehicles and next-generation mobility solutions.

One Workforce Industry Infinity Project: Surpassing federal grant goals by training over 1,300 participants for high-demand industries.
Generating Positive Return on Investment
Through strategic partnerships with community colleges, employers, and Michigan Works! agencies, WIN supports initiatives that directly impact 63% of Michigan’s total labor force, ensuring that workforce development investments yield measurable economic and social returns.
